ACT Skilled Capital and Traineeships

The 51¸£Àû has been supporting Australian Capital Territory (ACT) employers and their trainees for over 10 years; offering an experienced Registered Training Organisation in our specialist course areas of finance, business, IT and accounting.

ACT Traineeship User Choice is the funding model that relates to traineeship delivery in ACT, and offers government funding towards traineeships for new and existing staff, and school based trainees.

Currently ACT is not offering funding for Course's ACCM supports under Skilled Capital or Job Trainer (current as of 1 March 2023) 

Skilled Capital is an ACT Government training initiative, funded by the ACT and Australian Governments.

ACT Traineeship Eligibility and Arrangements

  • Eligible Trainees in ACT

    ACT subsidises qualifications for both new worker trainees and existing worker trainees. To be eligible for an ACT training contract the trainee must:

    a) Work in the ACT  

    b) Be at least 15 years-old  

    c) Be an Australian citizen, permanent resident, New Zealand passport holder who has been a resident in Australia for more than 6 months, or and eligible visa holder (see the Visa list)

    d) Receive remuneration for their work  

    e) Complete a minimum of 15 hours combined work and training per week. (Employment and training hours may be averaged over 4 weeks for non-school based training contracts)

     f) Undertake an approved Australian Traineeship qualification with an approved RTO (like ACCM), as specified on the ACT Qualifications Register 

    g) Have the required supervision in the workplace for the trainee

  • New Worker and Existing Worker Traineeships

    New Workers are defined as full-time staff who have started their job within the past three months; or part time staff who have started within the past 12 months and are registered as a trainee within that timeframe. 

    Existing Workers have been employed for much longer e.g. full-time staff for more than three months and part time staff longer than 12 months.  

    New Worker and Existing Worker Traineeship status and eligibility is assessed by the College based on the information provided in the online enrolment application and subsequent discussions with the employer and trainee.

  • Traineeship Fees Payable in ACT

    The minimum student fee in ACT is $350.

    Additional ACCM College student fees are based on the level of State funding available within the ACT.

    Qualification specific fees can be found on the applicable course page.

     The total applicable fee will calculate at enrolment based on course and type of traineeship.

    Note: Under ACT contract rules all Registered Training Organisations are required to charge trainees the minimum fee upon enrolment of the student into a traineeship.

  • Traineeship Employment Arrangements

    Trainees must be permanently employed.  

    The maximum hours of combined work and training per week is 38 hours and for part time employees, the minimum number of combined hours per week is 15.

    Usually the standard proportion of work hours to training hours is 80% work and 20% structured training per week.

    School based trainees must complete different details listed separately.

  • ACT Visa Eligibility List

    For any other visa type, ACCM College must ensure the holder has work and study rights on a pathway to permanent residency and seek confirmation from the ACT Directorate in writing prior to establishing a training contract.

    These visas will be investigated and approved on a case by case basis.

  • ACT Student Completion Reward of $300

    Update:  This payment only applies to funded courses that commenced before 1 January 2024.

    All students who successfully complete an ACT funded traineeship qualification on time will qualify for the student completion payment of $300.

    Once you have completed your course and your employer agrees to competency completion on-the-job, the College will advise ACT of your completion. This triggers the payment process.

    However in order to receive the payment you are required to complete an ACT issued survey.

    The payment is made directly to the student by the ACT government.

School Based Traineeships in ACT

  • Eligibility for School Based Traineeships

    To be eligible for a School Based Traineeship in ACT the student must: 

    • Meet standard traineeship eligibility 
    • Have approved part time employment (see below)
    • Have the support of their school VET Co-ordinator and Principal – as the studies for their traineeship form part of their school study program
  • Working Arrangements For School Based Trainees

    The Working Arrangements For School Based Trainees are:

    • Complete a minimum of 11 hours per week and a maximum of 20 hours per week if undertaking a Certificate II qualification. This includes eight hours of work and three hours per week of structured training.
    • Complete a minimum of 15 hours per week and a maximum of 20 hours per week if undertaking a Certificate III qualification. This includes 12 hours of work and three hours per week of structured training.

    During school holidays, a School Based Trainee may work up to full-time hours as per the award.

  • Fees for School Based Trainees in ACT

    School based trainees in ACT are exempt from the Student Fee. However, as many qualifications are not fully funded by ACT, an employer contribution fee may still apply. The College Course page will advise of fees for that course.

Traineeship Concession Fees and Exemptions in ACT

  • Health Care Card or Pension Card

    If the trainee holds a current Health Care Card or Pension Card, or is under 18 and their parent holds one of these cards, up to $500 of the Enrolment Fee may be waived. Approval is required from the ACT government.

  • Proof of Concession

    To be eligible for a concession fee in a funded program, you must provide the College with evidence of your eligible welfare benefit or allowance. 

    The evidence requirements are as set out in each specific funded program.

    The evidence can be in the form of a current Department of Human Services (Centrelink) Income Statement or a copy of a current Pensioner Concession Card that has been witnessed by a JP or at the Post Office.

    It must show that you are eligible for the benefit at the date you will commence training. You cannot commence training until this has been provided. 

    You are usually only eligible to apply for the concession at the time of the enrolment, so it is important that you let us know then.

    Once you enrol, you can upload the evidence of concession eligibility to our student study hub "Webclass". Your concessional enrolment cannot be approved until this has been done.

     

  • Limited Fee Exemptions

    Fee exemptions do not generally apply in ACT.

    However where a Trainee leaves one employer and recommences within 12 months with another employer, in the same qualification and with the same RTO, or the Trainee is required to go to a different RTO as a result of a change of RTO process, the fee is also waived on the basis that a first fee has been charged and paid.

  • Hardship Applications

    For Trainees who are required by their employer to pay the enrolment fee, and who can prove genuine hardship up to $500 of the Enrolment Fee may be waived.

    In the case of hardship - the College Hardship Application Form must be completed and hardship criteria met.(AA8)

    ACCM is proactive about being in touch. When you apply to enrol, our Service One team will call you immediately and guide you through to finish the enrolment process. They will also contact you weekly for the first 6 weeks to ensure you are on track and comfortable with online learning.

    After your onboarding has been completed a Student Adviser will make contact to introduce themselves as your main point of contact and assistance with your ongoing study.

    You will continue to receive regular phone calls, emails and SMS to check your progress and offer help. If we see you getting behind we will increase our efforts to contact you to ensure you are getting the help you need.

    ACCM does not have strict semester dates, giving you the ability to decide when you want to start your study program.

    Once your enrolment is approved your personal login details will give you access to your course materials 24/7 and allowing you the flexibility to choose when and where you study.

    You can also see your personal Study Timetable and have clear goals of when your subjects are to be completed.

ACCM College's Role in Traineeships

  • Step 1. Agree on Workplace Resources Needed

    Each vocational course has different workplace needs. We simply confirm that you have in place what is needed and agree on solutions for any issues identified. 

  • Step 2. Determining Specific Trainee Needs

    Each trainee has unique needs. We start by getting them to provide us with information so that we can discuss how we can best support them. This also ensures that they are aware of their obligations.

     

  • Step 3. Determine the Training Plan

    This involves determining the best subjects to suit your work environment. The assessments for each subject are timetabled to be achieved so that the formal component of the traineeship is completed as quickly as possible – allowing the remaining time to be dedicated on further developing workplace skills.

  • Step 4. Providing Quality Learning Resources and Structured Assessments

    Trainees have immediate access to high quality learning resources that they can access 24/7. This puts them in full control to best use the times at work that are most suitable for their studies. The materials are designed to allow them to do small parts at a time – so they give the best flexibility for a work environment.

  • Step 5. Staying in Touch with Trainees

    We ask trainees to make regular contact with us – but we are also proactive in contacting them.

    Trainees can simply give us a phone call when they need help with the learning materials or they can book times in advance.

    Many assessments are structured to require trainees to interact with the College by phone so that we know they are making progress on specific subjects.

  • Step 6. Updating You on Trainee Progress and Issues

    We recognise that many employers may not be readily available on the phone, so we have created the Employer Dashboard to ensure you have up to date information about your Trainee's progress.

    This also ensures that you are fully aware of any progress issues that may impact completion (and completion incentive payment) and have the opportunity to address those issues.

  • Step 7. Escalating Issues

    From time to time there are issues with a trainee's progress. You will be advised both informally and formally to ensure that you are aware of the situation, and that all parties are doing what they can to resolve the problem.

    In some instances we are required to advise the relevant state Department of Education if there are trainee progress issues. This will only happen after we have tried to resolve the problem directly with you. 

  • Step 8. Subject Completion

    Your trainee will be required to get employer agreement that they meet the workplace requirements of each subject. Please ensure that within your workplace, anyone who may be asked by the trainee to do this has your approval.

  • Step 9. Employer Agreement on Competency Completion

    Once all required subjects have been completed your trainee is eligible for the award of their qualification and Competency Completion.

    Workplace agreement of Competency Completion and the return of a signed copy of the Training Plan is required. We will email these to you.

    Please be aware that Competency Completion may affect the rates of pay for any trainees on the National Training Wage. It will also trigger eligibility to any employer completion incentives and at the same time cease any eligibility to payroll tax exemptions or rebates.

  • Step 10. Department Advice of Completion

    The College will report to the relevant Department of Education that the trainee has completed the formal requirements.

    In some states this automatically triggers Competency Completion. In others you will receive a letter (that you must reply to) if you wish to delay Competency Completion.

    The College is a Registered Training Organisation meeting the Standards for Registered Training Organisations. Our National Provider number is 1441.

    The Australian Skills Quality Authority (ASQA) is the government agency that supervises and approves the licencing of Registered Training Organisations.

    Our Registration Certificate shows that the College is registered to deliver nationally accredited training until 17 January 2030.

    RTOs are required to collect surveys from students and employers. The survey questions are fixed so that comparisons can be made between RTOs from year to year. These are called the National Quality Indicators. We not only get great results – we have done so consistently.
